Short answer: the official API key is created on platform.openai.com, but Russia is not on the list of countries where the OpenAI API works, OpenAI doesn’t accept Russian cards, and your account may be blocked for accessing it from an unsupported country. A ChatGPT Plus subscription doesn’t give you a key: the API is billed separately. The working option from Russia is a RuAPI key: it works with the official OpenAI SDK (only the key and base_url change), and you top up your balance in USDT.

Where people get an OpenAI key and why it doesn’t work from Russia

The usual route is an account on platform.openai.com, prepaying in the Billing section and a key in the API keys section. From Russia, it runs into three things:
The country list is on the Supported countries and territories page (checked 22 October 2026). The same page says: “Accessing or offering access to our services outside of the countries and territories listed below may result in your account being blocked or suspended”.

ChatGPT Plus and the API are different things

A ChatGPT Plus or Pro subscription pays for ChatGPT itself, not for the API. The API is a separate product with separate billing: it’s not included in Plus, and the subscription doesn’t give you a key for programs (OpenAI help article). You need an API key if you’re connecting GPT to your own code, a bot, Cursor-like editors, n8n or Cherry Studio.

How to get a key for GPT models in 5 minutes

1

Sign up at www.ruapi.ai — with email, Google or Yandex. No VPN needed.
2

Top up

In the Console, open Wallet and top up your balance with USDT or USDC (TRC20 / BEP20 / Polygon), from 5 USDT. No USDT yet? Buy it with rubles via SBP (Faster Payments System). Cards from foreign banks are accepted too.
3

Key

Console → API Keys → Create API key. The key looks like sk-... — just like an OpenAI key.
4

Connect

In the official OpenAI SDK, put in your RuAPI key and change base_url:
GPT models from gpt-5.4-mini to gpt-6-astra are available — and, with the same key, Claude, Gemini and DeepSeek. More on GPT models in the GPT API guide; the full list and prices are on the pricing page.

How much it costs

Prices are per 1M tokens, separately for input and output. For example, gpt-5.4 costs $3 per 1M input tokens and $18 per 1M output tokens; gpt-5.4-mini costs $0.90 and $5.40 (prices on the pricing page as of 22 October 2026; the price in your account may be lower). There’s no subscription: you pay only for the tokens you use.

What about buying a ready-made key?

Marketplaces and Telegram sell “ready-made OpenAI keys”. Such a key is tied to someone else’s account: the owner or OpenAI can disable it at any moment — along with the remaining balance you paid for — and your requests go through a stranger’s account. With a RuAPI key, the balance is yours: you can see it in the Console, and unused balance doesn’t expire.

FAQ

No. The RuAPI website and API are reachable from Russia directly.
Yes — with any tool that supports an OpenAI-compatible API: set the address to https://www.ruapi.ai/v1 and add the key. Ready-made guides: Codex, Cherry Studio, n8n.
